A second county vehicle—a white flatbed wrecker from Vance Commercial Towing—pulled across the double yellow lines, blocking the view of the legion tent. The wrecker driver didn't get out with a hook. Instead, he stepped into the rain with a battery-powered reciprocating saw.Through the cruiser's rear glass, I saw Cole hand the wrecker driver a yellow clipboard. The wrecker operator didn't hook my bumper. He climbed directly onto the back of my truck, pulled the canvas cover off the municipal junction box I had just replaced for the city, and brought the saw blade down through the heavy galvanized conduit that fed the township's primary flood monitoring station.
