CHAPTER 1 — THE CALL
Marcus Reed had spent years helping people fight housing discrimination, but on a hot Tuesday afternoon he wanted nothing more than an hour in the community park. He brought a paperback, strawberries, water, sunscreen, and a folding chair. The neighborhood rules expressly allowed residents to read and sunbathe in the park.
He had barely finished a chapter when Patricia Whitmore, the HOA safety coordinator, stopped nearby. She asked what he was doing there and then demanded identification. Marcus calmly gave his name and address but declined to hand his license to another resident.
Patricia became irritated. She said he was acting suspiciously and threatened to call the police. Marcus told her she could make the call, then returned to his book.
She dialed 911 and described an unfamiliar man in the private park who refused to identify himself. Marcus quietly began recording his side of the encounter. Three nearby residents watched. None saw a threat.
