“Harris, do not go down there! ” Miller shouted, his boots skidding to a halt at the rim of the storm entrance.
“Officer down here! ” I bellowed over my shoulder, dropping down the stone steps two at a time without looking back. “Subject incapacitated, visible head trauma, chemical exposure! 10-33, emergency traffic only! ”
I reached Claire, kneeling immediately beside her on the slick concrete. My eyes burned from concentrated chlorine fumes pooling around the floor drain. The sump pump rattled violently three feet away, sucking water, foam, and pink bleach out through the discharge pipe into the foundation vents.
“Mrs. Vance, don't move,” I said, resting a gloved hand on her shoulder while reaching for shears. “I’m Officer Harris. You’re safe now. ”
Her eyes fluttered open with terror, locking onto the silver shield on my chest. A ragged gasp broke from her as fingers clawed at my sleeve.
“He wouldn't let me leave,” she rasped, choked by fumes. Her fingernails were split and caked with dried tissue—matching the raw gouges across Vance’s neck. “The safe... he was waiting by the garage. ”
Heavy steps clattered down the stairs behind me. Sergeant Miller reached the landing, his flashlight beam cutting the chemical haze.
Miller stopped dead.
The beam of his flashlight shook as it hit Claire Vance’s bound wrists, the split across her temple, and the gallon jug of industrial bleach open on the workbench beside poly sheeting.
“Jesus Christ,” Miller breathed.
All the threats of suspension and oversight board retribution Miller had hurled on the driveway vanished in a single breath. The narrative Richard Vance had spun to the Chief lay in pieces on the cellar floor.
Footsteps slammed down the stairs behind Miller. Richard Vance appeared on the third step, face purple with rage, his cardigan unzipped to reveal the claw marks weeping openly against his throat.
“Frank, what are you doing? ” Vance screamed, glaring at Miller. “They’re trespassing! He broke my cellar doors! She attacked me outside—she came at me with a blade! I locked her down here in self-defense until you arrived! ”
Vance took another stride downward, pointing a trembling finger at Claire. “She’s unstable! You know what she’s trying to do to my family in court! Look at my neck! She tried to kill me! ”
I shifted my stance, placing my body squarely between Claire Vance and her husband, my hand dropping to my taser.
“Step back to the landing, Mr. Vance,” I ordered, my voice loud enough to rattle the floor joists. “Do not approach this victim. ”
“Don't you dare talk to me like that in my own house! ” Vance roared, eyes darting to Miller. “Frank, tell this patrolman to get away from my wife! Tell him who I am! ”
Miller didn't move. He stood frozen on the steps, looking from the zip-ties cutting Claire’s wrists to the open bleach, and then to Vance’s sweating face.
“Richard,” Miller said, his voice stripped of every shred of confidence. “Shut up. Right now. Just shut your mouth. ”
“I will not shut up! ” Vance yelled, lunging past Miller’s shoulder toward the floor where Claire lay. “She stole confidential financial ledgers from my office! Give me that bag! ”
He reached violently toward the beige leather strap hanging out of my pocket, but I didn't wait for him to make contact.
I stepped into his path, grabbed Vance by the front of his sweater, drove my hip into his center of gravity, and slammed him flat against the concrete wall. The breath left him in a loud, wet grunt as his head struck the masonry.
“Hands behind your back! ” I commanded, twisting his right arm into an escort lock and forcing his wrist between his shoulder blades.
“Frank! He’s assaulting me! Shoot him! ” Vance shrieked, thrashing.
Miller didn't draw his gun. The reality of his career, his pending pension, and the undeniable horror of what he had almost covered up crashed down upon him. Miller unhooked his handcuffs and seized Vance’s left arm with brutal force.
“Stop resisting, Richard! ” Miller barked, snapping the steel cuff around Vance’s left wrist and wrenching it behind his back to meet mine. The ratchets clicked into place, locking tight.
“You’re finished, Miller! ” Vance spat, writhing against the cold stone, his spit landing on the concrete floor. “My brother will strip your badge by morning! Both of you! You have no idea what you’ve done! ”
“Four-Twelve to Dispatch,” I keyed my mic, ignoring Vance’s shouting. “Suspect in custody at twelve-oh-eight Crestview. Roll County EMS priority one for an adult female suffering head trauma and chemical inhalation. Roll supervisor transport and notify State Police Major Crimes for processing. ”
Dispatcher Judy responded instantly. “Copy, Four-Twelve. EMS is two minutes out. Watch Commander Delgado is en route with Units Three and Seven. ”
