Arthur offered the Sheriff a polite, chillingly formal nod.
“Sheriff Thomas,” Arthur said. “It has been a long time. Not since the state audit in 2019, I believe.”
“Yes, sir,” the Sheriff said, swallowing hard. He looked at the disabled veteran’s worn clothes, the dusty car, and then slowly turned his head to look at Miller. “Director… what is happening here?”
“I am conducting a randomized field integrity test,” Arthur explained calmly. “I chose this stretch of highway because I had reviewed several civilian complaints regarding one of your deputies. Specifically, complaints of unlawful search, intimidation, and asset seizure without cause.”
Arthur slowly raised his right hand and pointed a finger directly at Miller.
“Ten minutes ago, Deputy Miller pulled me over. He claimed my vehicle matched a description, though he ran no plates and called in no traffic stop. He then noticed the watch on my wrist, demanded I take it off, and pocketed it.”
The Sheriff’s face turned from pale to a dark, furious red. He turned to Miller, his eyes blazing. “Miller. Tell me this is a mistake.”
Miller was trembling so hard his duty belt rattled. He looked at the other deputies, who were now staring at him in shock. He looked at Davis, who was standing quietly by the cruiser, offering no help.
“Sheriff, I…” Miller choked on his words. “He offered it to me. I was confiscating it. He’s lying!”
“He’s not lying, Sheriff,” Deputy Davis spoke up.
Every head turned to the rookie. Davis stepped away from the cruiser, his posture straighter than it had been all afternoon. He looked his training officer in the eye, then looked at the Sheriff.
“Miller took the watch,” Davis said clearly, his voice steady. “He told the Director to walk away. When the Director refused, Miller threatened to tase him, threatened to arrest him, and tried to destroy his phone. I witnessed all of it.”
Miller let out a sound of pure rage and lunged toward Davis. “You lying little—”
“Hold him!” the Sheriff roared.
The two backup deputies instantly grabbed Miller’s arms, pulling him back and pinning him against the side of the police cruiser. Miller struggled for a second, but the fight quickly left him as he realized he was entirely surrounded.
Sheriff Thomas walked up to Miller, standing inches from his face. The disappointment and anger radiating from the older lawman were palpable.
“Where is the watch, Miller?” the Sheriff demanded softly.
Miller lowered his head, humiliated, defeated. He shifted his weight, allowing one of the deputies to reach into his right pants pocket. The deputy pulled out the heavy silver Hamilton watch and handed it to the Sheriff.
