Then one final file appeared.

An audio recording.

Daniel pressed play.

Martin Hale's voice filled the room.

“You think you're hunting us.”

A pause.

“But you never understood the truth.”

Another pause.

“We've been watching you for three years.”

Daniel's face remained calm.

Then Hale said:

“And your biggest mistake was believing the old man was the bait.”

The recording ended.

Sarah looked at Daniel.

“What does that mean?”

Daniel stared at the screen.

“I think I know.”

CHAPTER 6 — THE MAN BEHIND THE CURTAIN

Martin Hale wasn't running.

He was waiting.

Daniel discovered that the entire corruption network had been built around one company.

North Valley Security was only the visible layer.

Behind it was a transportation company.

Behind that was a property investment firm.

And behind all three was a private holding company controlled by one man.

Edward Voss.

Voss owned warehouses.

Trucking companies.

Private security firms.

Construction companies.

And several political consulting groups.

Daniel stared at the documents.

“How long?”

Sarah answered:

“Twenty-one years.”

Daniel exhaled slowly.

Twenty-one years.

A generation of corruption.

Voss had quietly purchased influence.

He didn't bribe everyone.

He only needed to own enough people.

Police officers.

Inspectors.

Officials.

Contractors.

Judges.

The system didn't belong to them anymore.

It belonged to him.

Daniel arranged one final meeting.

He sent a message through a known intermediary.

I have the evidence.

The reply came within three minutes.

Where?

Daniel smiled.

The same rural road.

The road where Cole had tried to steal two thousand dollars.

The road where the entire operation had begun.

At sunset, Daniel stood beside his blue pickup truck.

Exactly as before.

No backup visible.

No agents.

No weapons.

A black SUV approached.

Martin Hale stepped out.

He looked older than Daniel expected.

Calm.

Expensive suit.

Silver hair.

He smiled.

“You have a talent for drama.”

Daniel shrugged.

“You came.”

“I wanted to meet the man who embarrassed my people.”

Daniel looked toward the road.

“Your people?”

Hale laughed.

“You know what I mean.”

Daniel's expression hardened.

“You ruined careers.”

“No.”

Hale corrected him.

“I gave people opportunities.”

“You corrupted them.”

“I showed them what the world really is.”

Daniel stepped closer.

“And Edward Voss?”

Hale's smile disappeared.

“You know his name.”

“I know everything.”

Hale looked toward the pickup.

“Do you?”

Daniel took out a small recorder.

“You're going to tell me.”

Hale laughed.

“You think I came here to confess?”

“No.”

Daniel smiled.

“You came because you think you can control the conversation.”

Hale stared.

Then Daniel said:

“You've already admitted enough.”

Hale's expression changed.

Daniel continued.

“The money.”

Silence.

“The officers.”

Silence.

“The payments.”

Hale looked toward the road.

“And the instruction to eliminate Internal Affairs investigations.”

Hale's face became pale.

Daniel pressed a button.

Hale heard his own voice.

Every word.

Every confession.

Recorded.

Hale stared at the device.

“You're under arrest.”

Suddenly headlights appeared in the distance.

Then another set.

Then another.
