"Officer, thank God you're here!" Ethan shouted, pointing an accusatory finger at Brenda. "She trespassed onto my lot and cut my fiber line!"

Officer Barnes stopped squarely between them, his heavy brow furrowing. He looked down at the severed cable, then shifted his gaze directly onto Brenda, who was still casually holding the red tool.

"Ma'am, did you cut this cable?" Barnes asked, his voice low and firm.

Brenda gave an airy wave of her hand, completely unbothered. "Officer, I was merely enforcing our approved HOA bylaws. The homeowner refused to conceal exterior utilities, so as a board officer, I took corrective action."

Officer Barnes stared at her, his expression hardening into pure disbelief. "Who gave you permission to damage private and municipal utility infrastructure?"

Brenda’s smug grin finally flickered, a look of sudden panic darting across her eyes. She hugged the red loppers tightly to her chest like a shield. "I... the HOA... our covenants give us the authority to remediate—"

"Ma'am, put the shears on the grass right now," Barnes commanded, his voice dropping into a stern, authoritative baritone. "The HOA has zero legal authority to alter, sever, or tamper with licensed telecommunications lines. Under federal communications law and state penal code section 18.2, willful destruction of critical utility and internet lines is a felony."

"A felony?!" Brenda shrieked, her voice cracking. "That's ridiculous! It's just a wire on a gutter!"

"That wire provides emergency broadband access and VoIP phone service," Ethan interjected, holding up his phone to show the error screen. "My uncle’s pacemaker telemetry unit relies on that constant network bridge to transmit vital signs to the regional cardiac hospital. You just severed an active emergency medical transmission."

Brenda’s jaw went slack. The color instantly drained from her cheeks, leaving her skin paler than the white downspout behind her.

"Hands behind your back, ma'am," Officer Barnes said, unclipping a pair of steel cuffs from his duty belt.

"Wait! You can't arrest me!" Brenda stammered, backing toward the flower bed as the clippers dropped from her trembling fingers into the mulch with a dull thud. "I've lived here for fifteen years! I know the mayor! I'm on the board!"

"You can explain that to the magistrate," Barnes replied coldly, spinning her around and ratcheting the steel cuffs tight around her wrists. "You are under arrest for felony criminal mischief, unlawful trespassing, and reckless endangerment."

Neighbors were peeking through drawn blinds and stepping out onto their porches, watching in stunned fascination as the most feared HOA enforcer on Sycamore Lane was marched down the driveway, weeping frantically as she was placed in the back of the squad car.
