Aaron tried to report it.
Hale intercepted him first.
The old crash reconstruction contained inconsistencies nobody had pursued. Aaron’s brake line had been cut, and a Riverside unmarked vehicle appeared on a traffic camera less than two minutes behind him.
The officer driving that vehicle had retired three months later and moved overseas.
Marcus sat alone in his new office, staring at Aaron’s photograph on his phone. His first day as chief had suddenly become the continuation of his brother’s last unfinished investigation.
Then Elena entered holding a sealed envelope recovered from Hale’s home safe.
Inside was a copy of Aaron’s original audit.
At the bottom, in Aaron’s handwriting, were seven words:
If anything happens, give this to Marcus.
Marcus closed his eyes.
Hale had kept the document for six years, perhaps as insurance against the others involved.
But there was another page beneath it.
A list of names.
At the top was Warren Hale.
The final name made Marcus stand so quickly his chair struck the wall.
Mayor Richard Bell.
The mayor was still inside Riverside headquarters when Marcus learned his name appeared in Aaron’s records. Bell had publicly appointed Marcus, praised reform, and walked through the doors that morning acting horrified by Caldwell’s behavior.
Now Marcus understood why.
Bell had not appointed an outsider to clean Riverside.
He had appointed Aaron Reed’s brother because he believed Marcus knew nothing—and because a carefully staged “impersonator incident” could destroy Marcus’s credibility before his first command meeting.
If Marcus reacted violently, resisted arrest, or struck Caldwell, Bell could call the appointment a disastrous mistake. Hale would produce the false warning, Caldwell would take the blame, and Marcus would be removed before he ever opened Aaron’s file.
The plan had one fatal weakness.
Marcus never fought back.
Elena quietly contacted state investigators and the attorney general before Bell knew the evidence had changed direction. Bell was escorted into a conference room under the excuse of discussing the morning’s incident.
Marcus entered carrying Aaron’s audit.
Bell saw the document and went completely still.
