I dropped Concincaid’s head, stepping to the front window.

Through the rain, I saw at least eight marked NYPD cruisers parked diagonally across 67th Street, completely barricading our four federal Suburbans. Uniformed patrolmen, wearing yellow high-visibility raincoats, were taking positions behind open cruiser doors, their hands resting on their sidearms, shotguns being unclipped from central dashboard mounts.

At the center of the line stood Captain Thomas Bradley himself—a broad, silver-haired man in a gold-braided command trench coat, flanked by four plainclothes union representatives.

Bradley raised an electric bullhorn to his mouth, his amplified voice booming down the narrow pre-war corridor:

"Attention inside the annex! This is Captain Bradley, commanding officer of the Nineteenth Precinct! You are currently occupying a municipal NYPD facility without departmental authorization! Stand down, secure your weapons, and step out onto the sidewalk with your hands raised! Any failure to comply will be treated as an unlawful armed occupation of a city police installation!"

"He’s using the department to mount a jurisdictional blockade," Garrison said, his jaw locked in fury as he chambered a round in his service pistol. "He knows what’s inside this safe. If he can take control of this building under the guise of an administrative standoff, his people will incinerate every drive in this room before the United States Attorney can intervene."

"They won't get through that door," Miller said, bringing his MK18 up to low-ready, his back pressed against the door jamb.

"They don't have to," Concincaid laughed from behind us, his voice dripping with triumphant malice. "Bradley’s holding you here. And while you’re locked in a standoff on 67th Street, who do you think is watching that brownstone in Queens, Thorne?"

My entire world stopped spinning. The sirens outside faded into white noise.

My secure federal device in my tactical pocket began to vibrate with violent, rhythmic pulses.

I pulled it out with a hand that felt completely frozen.

The caller ID displayed the secure direct extension for Deputy Sarah Ramos—the agent I had tasked with escorting Maya to my sister Kendra’s home in Queens.

I swiped the green icon and brought the phone to my ear.

"Ramos. Report."

Through the receiver, over the sound of pouring rain and windshield wipers slamming at double-speed, I heard the sharp, frantic intake of Ramos’s breath—and behind her, the terrifying, high-pitched scream of my little girl.

"Inspector! We have a problem!" Ramos shouted, her voice competing with the roar of an accelerating V8 engine. "Two unmarked black Dodge Chargers with municipal exempt plates boxed our transport on the Queensboro Bridge off-ramp! They ran us off the curb! They’re trying to force the rear doors right now!"
