"Your commercial hauling permit is registered out of Franklin County," he said, keeping his eyes on the floor between our boots. "The axle delivery was scheduled for the Miller cooperative siding at eight. If the freight isn't signed for by midnight, the shipping contract triggers an automatic abandonment default under the Tri-County Agricultural Transit compact."

The pieces shifted into alignment with sickening clarity. The Miller cooperative didn't just buy replacement hardware; they had taken out an emergency state repair loan to replace the irrigation pumps before the seasonal frost broke the line pipes along the valley floor. If the freight failed to arrive, the cooperative faced a mandatory default penalty, and the equipment defaulted to the secondary lienholder listed on the transit bond.

"Who holds the secondary lien on the transit bond, Jesse?" I asked.

Jesse reached into his breast pocket, drew out a clean ballpoint pen, and laid it flat on the booking ledger. "Vance Land and Equipment Holdings filed the secondary guarantee three weeks ago. Harlan's brother runs the salvage lot on the old rail spur. If the county tow yard logs the cargo as unsecured freight on an abandoned commercial chassis, the sheriff has forty-eight hours to declare the property an environmental hazard on a rural right-of-way."

"My truck wasn't abandoned," I said, my voice hardening. "He pulled me over while my lights were burning, my logbook was current, and my hazards were flashing on the shoulder."

"The citation says the driver vacated the cab and refused verbal orders to produce the manifest," Jesse replied. He reached into his trouser pocket and brought out a small brass thumb drive, no larger than an ignition key, attached to a split ring. "The dash camera in cruiser fourteen doesn't have an automatic shutoff. Harlan thinks he disabled the local buffer when he cut the interior audio toggle, but the digital storage box under the passenger seat writes an unencrypted auxiliary loop directly to the county server whenever the light bar is engaged."

He slid the small metal drive along the bottom edge of the food slot, stopping just inside the steel plate where the camera couldn't catch the reflection.

"Why are you handing this to me?" I asked, looking down at the metal cylinder.

"My father lost four hundred acres of timberland to Harlan's holding firm six years back because a bridge load certificate mysteriously went missing between the survey office and the county clerk," Jesse said, his jaw tightening until the muscle twitched beneath his pale skin. "I took this uniform to keep my sister's dairy afloat, not to forge auction seizure dates on farm trucks. The county server creates an automated backup log at midnight. If Harlan's administrative access code overrides the cruiser file before then, the file stamps get scrubbed, and the only remaining record will be the physical ticket in his jacket."

"Where is the flatbed now?"

"Vance Wrecker brought it through the back gate of yard three ten minutes ago," Jesse said. "Harlan's brother took the chains off the axle crates before the tow driver even dropped the hydraulic lift. They aren't holding that freight for an impound hearing. They have a flatbed trailer from Tennessee coming across the state line at dawn to haul the pumps south."

He turned abruptly toward the booking desk as the sound of heavy boots sounded in the outer corridor. Jesse picked up a stack of blank property envelopes, tapping them against the counter with deliberate, rhythmic slaps.

The heavy interior door swung open. Harlan Vance walked back into the room carrying a porcelain mug and a manila folder stamped with the county seal. He didn't look at Jesse; his eyes went straight to the holding cell, his mouth curved into that same relaxed, heavy grin that assumed every outcome in the county belonged to him by right of seniority.

"Paperwork's filed with dispatch, Nora," Vance said, leaning his hip against the corner of the booking counter. "Your arraignment is set for ten-fifteen tomorrow. Judge Calloway will probably give you time served on the disorderly, provided you settle the county towing fee and the commercial obstruction surcharge before noon."

"What's the surcharge run these days, Harlan?" I asked, stepping back from the bars so my shadow didn't cross the floor slot where the thumb drive lay concealed against the concrete baseboard.

"Three thousand two hundred in certified funds," Vance said smoothly. "Plus the storage assessment on oversized industrial machinery. Of course, if your outfit can't clear the balance by the close of the business day, the county transit board has statutory authority to liquidate the unsecured property to satisfy the lien."
