Standing now on the cold gravel of Highway 9, Elena observed Vance's hands trembling. The dispatcher on the radio was repeating a code that Vance clearly recognized: Code 99-Alpha. Suspect vehicle under active federal surveillance. Do not engage. Stand down.
"Put the bag down, Vance," Elena said softly, taking a half-step forward. "You didn't check the license plate registration before you flipped your emergency lights on, did you?"
Vance swallowed hard, sweat dripping down his neck despite the freezing wind. "I... I saw a vehicle matching the description of a narcotics courier. I executed a lawful stop."
"You executed an order given to you by Captain Miller," Elena replied, her amber eyes locking onto his. "He told you an auditor was driving south with a flash drive that could destroy the entire department. He told you to plant a kilo of powder, impound the car under civil forfeiture, and seize my laptop before I reached the capital."
THE AMBUSH ON THE HIGHWAY
Vance’s hand dropped to his sidearm. His eyes were wide with a dangerous mix of panic and desperation. "Shut up! You don't know anything about Captain Miller!"
"I know he bought a six-hundred-thousand-dollar yacht last month under his wife's maiden name," Elena said calmly. "And I know he pays you fifteen hundred dollars every time you plant evidence on a driver who can't afford a real lawyer."
Overwhelmed by fear, Vance lunged forward, grabbing Elena's left wrist in a heavy iron grip. He tried to slam her down against the hood of the black sedan to force the handcuffs onto her wrists. "You're resisting a law enforcement officer! I'll put you in the ground right here!"
Elena didn't panic. She relaxed into his pull, leveraging his momentum. She spun quickly beneath his outstretched arm, driving her right elbow directly into the exposed nerve cluster under his armpit. Vance gasped in agonizing pain, his fingers involuntarily opening as his arm went completely numb.
She stepped back fluidly, pulling a compact silver digital recording unit from her inner pocket. Its LED light was flashing a steady crimson red.
