"This encounter has been broadcasting audio and video directly to the State Attorney General’s Special Crimes Division since you first stepped out of your cruiser," Elena stated, her voice icy cold. "Your body camera is off, Vance. But mine isn't."

Before Vance could recover his balance, three dark blue, unmarked SUVs rounded the curve of Highway 9, their concealed strobe lights flashing blinding blue and red patterns across the night sky. They executed a high-speed tactical box maneuver, trapping Vance's police cruiser and Elena's sedan against the guardrail.

Heavy tactical doors swung open in unison. Six armed officers in tactical vests with "AG-IAB" emblazoned across their chests spilled out, rifles raised.

"State Police Internal Affairs! Hands where we can see them! Officer Vance, unholster your weapon with two fingers and drop it on the ground immediately!" commanded Chief Investigator Raymond Mercer through a loud hailer.

Vance looked at the tactical team, then at the plastic bag resting on the rain-slicked hood, and finally at Elena. The realization that his entire career and life had collapsed in a single evening crushed him. He slowly raised his arms into the air, tears mixing with the rain on his face as officers rushed forward to cuff him.

THE INTERROGATION AND THE SHOCKING TRUTH

The basement interrogation room of the State Capitol District Office smelled of industrial floor cleaner and stale coffee. A single fluorescent fixture buzzed overhead, casting long, harsh shadows across the stainless-steel table.

Officer Vance sat handcuffed to a heavy iron ring bolted into the concrete floor. His uniform shirt was unbuttoned at the collar, his breathing shallow and rapid. Across from him sat Elena Vance, sipping coffee from a paper cup, flanked by Chief Investigator Mercer.

"Let's review the timeline, Vance," Mercer said, opening a thick leather binder. "At 7:15 PM, you received a private call on your personal cell phone from Captain Miller. At 7:30 PM, you pulled out of the precinct parking lot. At 8:05 PM, you intercepted Agent Elena Vance on Highway 9. At 8:12 PM, you presented a plastic bag containing a white powdered substance."

"I was following a tip!" Vance pleaded, his voice cracking. "Miller told me she was carrying contraband! I didn't know she was a federal auditor!"
