"You just extorted State Commissioner Frank Harrison," Chief Marshall barked, ripping the badge from Miller's chest. "Founder of the Special Investigations Division and the highest-ranking law enforcement official in this state."

Chapter V: True Authority

Miller collapsed against the side of the car, his knees buckling in sheer terror.

Chief Marshall reached into Miller's front pocket, retrieved the stolen cash, and snapped heavy steel handcuffs around the disgraced officer's wrists.

Marshall walked over to the rusted pickup truck, extending both hands as he returned the money to Commissioner Harrison with a deep, respectful salute.

"Commissioner," Marshall said with profound regret. "I apologize for what these corrupt officers did in our uniform. They will face maximum felony extortion and corruption charges."

Commissioner Harrison took the money, slipped it into his jacket, and looked down at the two disgraced officers being loaded into the back of the transport interceptor.

"A badge is meant to protect the vulnerable, not prey on them," Harrison said calmly.

Climbing back into his rusted pickup, Commissioner Harrison fired up the engine, leaving the highway behind him under the true and unyielding rule of justice.
