Two state highway patrol interceptors and a DOT commercial enforcement unit rounded the curve, blocking the road on both sides of the gravel approach with flashing blue strobes.

Four armed state troopers stepped out of their cruisers, ordering the dump truck driver to immediately cut the ignition and step out with his commercial license and transport manifests.
Tessa stormed toward the lead trooper, waving her clipboard with frantic, haughty outrage:
"Trooper! Arrest this man! He blocked a contracted HOA infrastructure delivery and activated a nuisance siren!"
The lead trooper ignored her completely, walking up to Mark and shaking his hand.
"Inspector Vance, did she give the verbal command to cross after receiving formal notice of weight restriction?"
