Evelyn refused.
That refusal would become important later.
CHAPTER 6 — THE RECORDS NO ONE WAS SUPPOSED TO SEE
The association's treasurer contacted us that evening.
Her name was Miriam Cole.
She was nervous.
“I need to show you something.”
She arrived with a laptop.
Inside were financial records and emails.
Evelyn had been collecting unusually large enforcement fees.
Some homeowners had paid them because they feared liens.
But several violations had never been properly approved.
Worse, money from the enforcement account had been transferred into a private consulting account connected to Evelyn's brother.
Claire stared at the screen.
“This is no longer just a neighborhood dispute.”
Miriam nodded.
“I know.”
We turned the records over to investigators.
The investigation revealed that Evelyn had created a system in which homeowners were repeatedly fined, then offered expensive “compliance assistance” through a company connected to her family.
The rules were not the goal.
The money was.
And Claire wasn't the first person she had targeted.
She was simply the first person who knew how to follow the paper trail.
CHAPTER 7 — THE NEIGHBORS SPEAK
Once the investigation began, other residents came forward.
An elderly couple had been fined for a wheelchair ramp.
A single mother had been threatened with a lien over children's bicycles.
A veteran had received repeated notices about his flag.
