Everyone had believed they were alone.
They weren't.
At a community meeting, one homeowner stood up.
“I paid $4,800 in fines because I was afraid I'd lose my house.”
Another raised her hand.
“I paid too.”
Evelyn tried to shut down the meeting.
“This is harassment.”
Claire finally spoke.
“No one here is being asked to trust me.”
She pointed toward the projector.
“Trust the documents.”
The room went quiet.
Every transaction was displayed.
Every notice.
Every unexplained payment.
Evelyn's carefully constructed authority began collapsing in public.
The board voted to suspend her.
Then the county opened a formal inquiry.
Evelyn left the room before the vote finished.
She never looked back.
CHAPTER 8 — THE LAST THREAT

She was no longer confident.
She looked exhausted.
“You don't understand what you're doing,” she said.
Claire stood on the porch.
“Yes, I do.”
