It was Shaw.

"We lost one of our surveillance vehicles."

Frank frowned.

"What about the other one?"

Silence.

That was when he realized the operation had been compromised.

Chapter 5 — The List

Investigators searched Daniel's old files.

They discovered a handwritten list of names.

Twenty-three people.

Beside each name were notes about vehicles, travel dates, hunting locations, and estimated cash amounts.

Frank recognized the pattern immediately.

"This isn't a police file."

"No," Shaw said.

"It's a shopping list."

They traced the information to a private outdoor recreation company.

The company had access to customer reservations, equipment rentals, and travel schedules.

An employee named Victor Hale had been selling information.

But Victor wasn't the person receiving the largest payments.

Money moved through several shell companies.

Eventually, investigators found a connection to Lieutenant Warren Pike.

Pike supervised the patrol units operating along the highways where most of the stops occurred.

He also had influence over the evidence room.

That explained why complaints vanished.

It explained why stolen cash was never recovered.
