Nothing in the scene established what had happened before she arrived there. There was no confirmed charge written on the clipboard, no stated reason for the search, and no explanation for why her personal bag was sitting wide open on the counter. Then the older officer found the device. It was small, black, rectangular, and ordinary-looking enough that Calder held it between his thick fingers, turning it over beneath the harsh glare of the fluorescent lights. It was barely the size of a deck of cards, constructed from a dense, matte-finish polymer with no visible brand markings, no screen, and no obvious buttons.Calder held it up, looking at her with a smirk. “What's this supposed to be?”The woman answered without changing her controlled manner: “A secure government communications device.”His response was immediate.“Government?” he repeated with an audible scoff and laugh, his thick shoulders shaking beneath his beige uniform shirt. He looked back at Ortiz, tossing the object lightly from palm to palm like a worthless trinket. “Listen to this, Ben. We got ourselves a high-ranking official from Washington sitting right here in Oakhaven.”The exchange could have ended as nothing more than disbelief over an unfamiliar piece of electronics, but the woman did not back away from what she had just told him.Instead, she looked directly into his eyes, her expression unwavering, and said, “I strongly advise you not to interfere with it.”Calder continued chuckling, making a dismissive gesture with his free hand. He was used to out-of-state drivers pulling grand excuses out of thin air when caught speeding near the federal timber reserves. He had heard everything from high-level corporate emergencies to state department immunity claims. The woman did not offer a longer explanation about the device, its purpose, who had issued it, or why she was carrying it.She simply moved to the next thing she was apparently permitted to do.“I'd like to make my call.”A black corded landline sat on the counter within reach, its coil stretched across a stack of warrant folders. The woman extended her hand toward it, her fingers long and deliberate.Calder shrugged, sliding the phone an inch closer to her. “Go ahead, lady. Call your lawyer. Call the Governor. See if any of 'em can get you out of a reckless driving charge in my county.”That detail matters because the scene still had not established anything about her beyond what viewers could see and what she herself had said. She was a well-dressed woman whose bag was being searched by local law enforcement, claiming that an officer was now holding secure government communications equipment. There was still no outside confirmation. She lifted the heavy plastic receiver and placed it to her ear. There was no sound of dialing, no audible tone from a keypad, and no conversation from anyone on the other end. The line remained dead silent, save for the static hum of the rain outside.
