Rachel answered calmly.

“We're asking you to follow the law.”

Patricia drove away angrily.

Rachel watched her car disappear.

“No,” she said quietly.

CHAPTER 4 — THE PAPER TRAIL

Rachel knew that people often told the truth accidentally through paperwork.

Daniel organized everything: HOA letters, emails, photographs, dates, and meeting minutes.

They discovered that the first violation notice claimed Daniel had been warned several times. There was no evidence of those warnings.

The second claimed the HOA board had voted. The meeting minutes contained no such vote.

The third referenced a “municipal enforcement directive.” The city had never issued one.

Then Daniel found a contract between the HOA and a private compliance consultant.

The consultant received bonuses for successful enforcement actions.

Daniel stared at the document.

The contract revealed that the consultant had been hired shortly before Daniel repaired his fence.

Someone had been looking for properties to target.

Daniel's refusal to cooperate had made him especially valuable.

CHAPTER 5 — THE MEETING

The HOA called a special meeting.

Patricia expected Daniel to arrive alone.

Instead, nearly forty homeowners showed up.

Daniel stood.
