“Where is the board vote authorizing this enforcement action?”
Patricia shuffled her papers.
“It is in the records.”
Daniel placed a copy of the minutes on the table.
“This meeting has no record of such a vote.”
Rachel then held up the consultant contract.
The room became quiet.
She explained the bonus structure.
A neighbor raised a hand.
“I got three violations last month.”
Another homeowner spoke.
“So did I.”
Then another.
The room erupted.
Patricia tried to regain control.
“These are separate matters.”
“No,” Daniel said. “They're the same pattern.”
The HOA treasurer suddenly stood.
“I didn't know about the bonus structure.”
Patricia stared at him.
“You signed the contract.”
“I signed the renewal. I was never shown this page.”
Silence.
The board suddenly realized that the problem was much larger than Daniel's fence.
CHAPTER 6 — WHEN THE OFFICERS CAME BACK
A week later, Daniel received another call.
Police were outside again.
